NECTEC and NSTDA Launch Pathumma Connect AI Platform

The National Electronics and Computer Technology Center and the National Science and Technology Development Agency have launched Pathumma Connect, an artificial intelligence platform designed to handle document tasks from start to finish.

Techsauce reported that the platform is an extension of the Pathumma LLM, a Thai language model. Pathumma Connect functions as an assistant capable of performing multi-step tasks for users, including checking eligibility, preparing documents, filling out forms, and tracking status within a single conversation.

The system utilizes Agentic AI, which allows the assistant to use tools and services from various agencies to complete tasks rather than providing only text responses. This is achieved through the Model Context Protocol architecture, a central standard that enables language models to communicate with external databases and tools without requiring new connection systems for every instance.

Pathumma LLM was developed based on over 20 years of research in Thai language and voice processing to ensure a deep understanding of Thai language, context, and culture. The model supports text, vision, and audio modes and is available as an open model for free download via Hugging Face. This approach supports sovereign artificial intelligence by allowing agencies to install the model on their own systems to prevent data from flowing to foreign providers.

Previous developments based on the model include DocChat for document questioning, DocGen for drafting official documents such as terms of reference and memorandums of understanding, DocTOR for document review, and PartiiNote for automatic meeting transcription and summarization. Additionally, the LangMind platform allows agencies to create their own chatbots based on existing knowledge documents.

These services are currently used by the Revenue Department for internal operations, as well as in higher education institutions for AI tutors. Other applications include tax information support, procurement, agriculture, and water resource analysis.

Pathumma Connect covers seven domains: agriculture, government, water, travel, culture, education, and an organizational insight domain for secure internal knowledge. In the government sector, the platform is being developed with the Office of the Public Sector Development Commission to create a central AI chatbot prototype. This pilot involves the Department of Provincial Administration, the Department of Lands, the Food and Drug Administration, the Revenue Department, and the Rights and Liberties Protection Department.

The long-term goal is to create a single chatbot where citizens can inquire about government services from multiple agencies in one place. NECTEC and NSTDA are working with the Office of the Public Sector Development Commission to expand this into a Government AI Platform as a Service to reduce redundant investments across agencies.
